Laura Ernst, Principal

Laura Ernst, PrincipalMs. Ernst is a regulatory specialist with a background in coastal and freshwater resource management. With over 17 years of experience, Her expertise is managing the permitting and regulatory requirements for large projects.

Laura’s technical experience includes environmental assessments and impact analyses, special area management planning, GIS applications, water quality sampling, salt marsh and submerged aquatic vegetation mapping, habitat restoration planning and monitoring, and wetland and coastal feature delineation. Her client base includes private clients, municipalities and state and federal agencies.

Joe Klinger, Senior Scientist

Mr. Klinger is a Professional Wetland Scientist with a background in coastal geology.

Joe has over 17 years of environmental permitting and policy experience; 2 years working on policy and permitting at the State of Rhode Island Coastal Resources Management Council and 10 years of wetland/coastal feature delineation and permitting experience as a private consultant.

Joe’s technical capabilities include freshwater wetland delineation & permitting, coastal zone research & permitting, Global Information System (GIS) analysis, CAD, environmental studies, characterization of coastal aquatic habitats (e.g. eelgrass beds and sedimentary environments), and coastal environmental sampling (sediment/biota).

Joe also has specialized experience in environmental assessments and permitting for transportation projects.

Kevin Fetzer, Senior Scientist

Mr. Fetzer is a Professional Wetland Scientist and certified Soil Evaluator with over twenty years of environmental science experience.

Kevin’s technical capabilities include freshwater wetland delineation and permitting, soil evaluations for on-site wastewater treatment systems (OWTS), storm water management, and erosion and sedimentation control.

Kevin also worked for the RI Department of Environmental Management for two years as a biologist for wetlands permitting & enforcement.

Ilya Goretoy, Field Technician

Ilya is a trained electronics engineer with over twenty years of experience and will be supporting our monitoring and data collection services. Ilya has worked for American Power Conversion, Inc., Krasnodar State Electric Grid (Russia) and will be a valuable resource for our field operations.
